I live in Northern California and would like to know if ti is too late to plant the tulips I bought last fall?

I'm afraid it's too late for your tulips, unless you've been storing them in the refrigerator. Tulips need 14-16 weeks of cold temperatures in order to develop roots, stems and flowers. I'd toss the bulbs and purchase (and plant) new tulip bulbs next fall.
