I live in Southern California.. When is it ok to plant tulip seeds?

Tulips are planted in the fall so they can experience 13-16 weeks of cold temperatures. This cold treatment is necessary for them to grow roots, stems and flowers. Since you don't really have cold winter weather you can purchase tulip bulbs in the fall, store them in your refrigerator until December, and then plant them in your garden. Unless you've stored yours in the fridge, I'm afraid it's too late to plant them now.
