I am looking for a low growing border plant. It would be planted in full sun. I would like something that flowers.

Have you considered planting wooly thyme? It's ground-hugging, evergreen and develops purple flowers in the summertime. Ajuga (carpet bugle) is another suggestion and sedum (stonecrop) and also easy care, low growing and develop seasonal flowers. Hope one of these suggestions is just right for your garden.
