I started some pansies from seed at the end of June; they are now about two inches high. Is it possible to plant them outside now and will they survive the winter if they are mulched?

In a word, probably. If temperatures dip below about 15 degrees and there is no snow cover you might lose them. So while it is somewhat dependent on the variety you selected and the severity of the winter, they should grow and bloom for you this fall, survive the winter with a light mulch, and bloom again in the spring until hot weather sets in. Plant them in rich moist soil for best results, and if possible, shade them somewhat during the hottest part of the day until the hot summer temperatures moderate a bit. Good luck with your pansies!
