how many times should I till the garden in preperation for spring planting

Usually once is sufficient. If there are lots of weeds, you can till it and leave the weeds to die out, then till it again to incorporate the dead weeds. Usually I lay a 4-5 inch mulch over the soil in the fall after pulling out the old plant debris and leave the mulch on top of the soil. It helps suppress winter weeds. Then in the spring when the soil dries out a bit I rototill the organic mulch into the bed, level and plant, then spread another 2-3 inches of mulch material over the bare soil between the plants. This will help suppress weeds during the summer months. Best wishes with your garden!
