can you suggest a couple type of outdoor plants that does not require much watering (beside Cactus) that will weather well all seasons round?

There are many drought tolerant plants available in your area, as well as Native Plants. All will do well with minimal water. Consider planting sages, penstemon, lupine, artemisia, salvia and senecio in your garden.
