How do I figure out how much garden soil, compost, fertilizer I need for a new raised herb/veggie planter that is 4' x 6'? In Florida.

You have 24 square feet of area. I'd make it 18" deep to accommodate the roots of the plants. For this, you'll need 1.33 cubic yards of topsoil. If you choose 4-way mix you'll get a blend of garden soil, sand, compost and fertilizer all ready to grow your herbs and veggies.
