Sounds as though earthworms are surfacing. When the soil gets saturated, all the oxygen is removed and the earthworms are coming up for air. When the soil drains, they go back down into the soil to do their jobs. There's not much you can do to eliminate the worms - they are a part of a healthy ecosystem - but if the bumps remain you can either rent a lawn roller, fill it with water and walk it over the surface of your lawn to re-level it, or you can spread sand or topsoil over the surface of the lawn to even it up. The grass will grow through the topsoil (providing the sand or topsoil is less than an inch deep) and your lawn will once again become nice and smooth.
