According to Ohio State University, Kentucky Bluegrass is the turf of choice for your area. It tends to brown out during the hottest summer months but returns when the weather cools and remains green for most of the year. Zoysia grass is a warm season grass so it will remain green all summer long, but it will go dormant and turn brown in the mid-fall and does not green up until mid-spring. Because it loves the heat and sunshine, it is not recommended for your growing region. What you describe is typical winter dormancy for your lawn. With some warm season turfgrasses you can overseed with a cool season grass but that's not recommended with Zoysia. There's not much you can do to make it green - until the weather warms. Wish I had better news for you!
