We have had a warm winter and my roses are growing. They have around 2 inch growth, should I still cut them back?

Yes, prune your roses back now before the new growth gets too big. If you wait too long to prune your roses, they will suffer some shock when all the new growth is removed. I'd go ahead and prune them way back now, even if it's a month earlier than usual. Enjoy your roses!
