Planning Plants - Knowledgebase Question

My thoughts are to plant tall flowering plants towards the back, followed by some not growing as high and then another level and maybe another. The longer they flower the better. Height, I'm thinking 3 to 4' for the back row.
My question is which flowering plants grow tall an step down from there?
