If your tree is otherwise healthy, it should flower and bear fruit. Is your tree developing flowers? If not, it is either not getting enough sunshine or it is experiencing a winter chill. If it is flowering but not setting fruit, the flowers are not being pollinated for some reason or another. Lack of insect activity can be attributed to excessive pesticide use or poor timing of pesticide applications. Wish I had some suggestions for you!
