I had my herb plants on a sunny window sill, but the sill is usually cold (but sunny). Is that ok or should I get a plant light?

Natural sunlight is usually best for plants; artificial light is second best. The answer depends upon the actual temperature near the windowsill. If it's below about 55F, move the plants. If it's 55 or above, you can leave them in the sun. Good luck with your herbs!
