I live in Bay Shore, NY.
Is it too early to start seeds inside even though there is still snow on the ground.

Depending upon how close you are to the water, your average last frost date is either April 20 or May 10. You can start your seeds indoors about 8-10 weeks prior to your first frost and they will be ready to go outdoors when the weather warms. The short answer to your question is yes, you can start your seeds indoors now.
