I have a Mexican sunflower tree and every year I have to take clippings to root, because the tree dies every year. Is it ment to be grown in West Fla?

Mexican sunflower tree is Tithonia diversifolia. It is a fast growing plant, not a tree, and it is technically an annual, especially in Florida. So, taking cuttings and rooting them each year is about the only way you'll continually have one growing in your landscape.
