I did not cover my oleanders during the frost and all the leaves have turned brown. I want to cut them back but do not know where to start. Should I cut them at the bottom or leave a few branches

Cut off any obviously dead leaves and branches. If that means cutting them down to just above ground level, then that's what you'll need to do. If you're not sure whether or not a stem or branch is dead, just leave it alone until this spring. If it is alive it will sprout new leaves where the old leaves were frosted. If the branch is dead there will be no new growth and you can cut it down completely. Good luck with your oleanders.
