I ive in a townhouse in Northern Virginia. Holly shrubs (@ 8' high) are rapidly covering front windows. They put out at least 18 inch shoots every year. How can i best cut them back to manageable size?

Holly pruning is best done in late winter or early spring. If you prune every year and are still getting 18 inch shoots, you may need to prune back a little more than you usually do. Instead of simply pruning the tips of the branches, take the branches back to a main branch, or shorten each branch by about 2'. This should slow the rampant growth. Best wishes with your hollies!
