What product would you recommend for applying seed and soil at one time?

I don't think there's anything that will do both at the same time. You can broadcast seeds with a hand held rotary dispenser or with a fertilizer spreader but seeds should be sown at the proper rate for the type of seed you're sowing (as listed on the seed package). You'll want to prepare the area first by digging or tilling to help with compacting and then incorporating compost to make a good seed bed. After leveling the area, you'll broadcast the seeds in the amounts as recommended on the package. Hope this clarifies things for you.
