my oleanders have lost their leaves, are they gone or can I cut back and they will come back, or should I dig them up and replant

The answer to your question really depends upon why the plants lost their leaves. If it was weather related, they should develop new leaves; drought related they may not develop new leaves; disease related and they probably won't leaf out again. If cold weather is the culprit, wait until later in the spring. You can prune away dead stems and the roots should develop new stems and leaves. Hope this answers your question!
