Most pre emergent chemicals are not registered for use in vegetable gardens so your best bet is to cover the soil to exclude sunlight and keep weed seeds from sprouting. You can invest in weed barrier cloth and cover the entire bed, cutting slits or holes when planting your veggies, or you can simply lay several thicknesses of newspaper or cardboard over the bed and either rototill them in when it's time to plant or lift them off the soil and plant your veggies.
