Camellias were stained by neighbor accidently, buds for blooming appeared but did not open, plant not growing, any solution

Without knowing what the camellias were damaged with, I can't tell you whether it is simply aesthetic or the damage is widespread. Camellias have a reputation for producing more flower buds than they can open and many of them will drop without opening. As long as your camellia is developing flower buds, it is probably healthy. I'd just watch for new growth this spring. If it looks otherwise healthy, dropping unopened flower buds is probably natural for your camellia.
