If you're dealing with winter damage, the stems may grow upright all on their own without any intervention from you. If the branches are cracked or split, they may not recover. In this case, you may need to prune the errant branches out. Try to reshape the top so it has a natural pyramidal look instead of simply lopping off the top and making it flat. A flat top will collect snow and cause problems again - a tapered top will help shed the snow. Good luck with your arborvitaes.
