| Butterfly bushes are very slow to sprout new growth in the spring. I think it's because they're waiting for the soil temperatures to warm up. You can prune as much or as little as you want. In some areas the entire shrub dies down to ground level each winter and starts anew each spring. You can prune yours all the way down or just selective remove some branches and shorten others.
