Following a late freeze last year, trimming back my honeysuckle resulted in some, but not complete re-growth. Shat I trim back now before new grown starts?

Start by completely removing any stems that are dead and then reducing the healthy stems by one third to one half. A healthy root system will send up new stems along with lots of new growth on the remain stems, just below the pruning cuts. Since honeysuckles flower on new growth, pruning in early spring will encourage lots of flowers this summer.
