I have Bermuda grass and I am wondering if I should mow the dead or dormant grass at the beginning of Spring before the new grass emerges?

If your lawn looks unruly you can certainly mow it. Temperature is what prompts it to break dormancy, not water or mowing so you can't rush it to green up, but if it looks scraggly, you can certainly mow it in preparation for its spring green-up.
