If we apply pre-emergent crab grass killer when will we be able to reseed the bare spots it creates? If we add soil over those bare spots and then seed and water them will we be successful?

The waiting period depends upon the formulation and you should be able to find the recommended waiting period on the package label. Generally you can reseed in 4-6 weeks after applying a pre-emergent. Even adding fresh soil to the planting areas is no guarantee the pre emergent won't affect the new seeds so waiting the prescribed time is your best approach. You can still overseed in May and have good results so I'd wait the prescribed time. Best wishes with your lawn!
