It's difficult to get grass to grow under oak trees. The soil is usually full of roots which compete with the roots of other plants for moisture and nutrients. Plus, the water grass will need can compromise the health of your oak tree. Instead of trying to grow grass beneath your oak, you might opt for a groundcover that grows well in dry shade.
