I need three low-growing bushes for north side of house - no sun, but stays moist - clay soil - do not care for evergreens - need low maintenance shrubs.

Not many shrubs will thrive in shady conditions in damp clay soils! Your situation is even more challenging because your want low growing shrubs. Hobblebush viburnum (V. alnifolium, also known as V. lantanoides) might be a consideration. Dwarf Nandina (Heavenly Bamboo) might be another possibility. And, although it is a perennial rather than a shrub, Astilbe is a good choice. The foliage dies down in the winter but sprouts up again in the spring. Hope these suggestions work for your garden!
