I want to landscape it and plant to make it attractive- it now has just mounded dirt with a few cinder blocks to retain it - I do not want to enclose it with lattice, etc. I also don't want to put alot of money into it as the deck will most likely be replaced within the next 3 to 5 yrs.

Not much will grow in the shade beneath a deck but you should be able to plant tall plants such as Montbretia or irises along the edges of the peremiter of your deck. These plants grow from rhizomes or bulbs and can be easily dug and moved when it's time to replace the deck.
