You generally start seeds indoors 6-8 weeks prior to your last frost date of the season. In the Detroit area the average last frost date is the 24th of April. In most years that means you can start your seeds indoors around the first of March. Towards the end of April watch the weather forecast and when nighttime temperatures consistently remain above freezing you can transplant your seedlings out into the garden. To be on the safe side, I'd plant them outside about the first of May. Hope this clarifies things for you and I hope you have a great garden!
