The fastest and most thorough way to remove a stump is to have it ground out. The chips can be used for mulch or left to decompose. Another options is to drill holes in the top of the stump to allow moisture to collect so soil microorganisms will slowly decompose it. Commercial products are available which claim to speed the process, but I have not seen research to support those claims. A final consideration is to turn lemons into lemonade!
