Since we had heavy snow fall this year in NJ near Philladelphia. Should I cut the lawn low first then fertilize to help recover it quicker to a lush nice green grass?

When your lawn begins to green up you can mow it at the regular height - don't scalp it or it will have a hard time recovering. After mowing fertilize and then water it well to move the fertilizer down to soil level. It will green up in less than 10 days. Good luck with your lawn.
