Dead Dogwood - Knowledgebase Question

We had a dogwood that a group of lawn service providers put in for us two to three years ago. This tree has yet to grow any leaves, any basically hasn't grown at all. Is it dead or is there anything that I can do to save it? Location-St. Louis M.O.

If you've had the dogwood planted for two or three years and it has not grown or developed leaves, I would suspect it is dead. I would surely get a replacement!
