What perennials could I plant that does not reqire watering? There is no water supply at this location.

All plants require some water. Native plants will usually get along with natural rainfall, but even they need to be watered until they become established. Yarrow, Purple Coneflower, Rose Mallow, and Moss Phlox are all sun and heat tolerant. Water them until they become established and they should get along well with just your rainfall.
