You can build your raised bed now and prepare the soil for planting. Summer flowering bulbs can go in the ground in the middle of April. Your average last frost date is around the middle of April so wait until the end of April or the first week of May to plant your seedlings outdoors. By then both the air and the soil temperatures will be warm enough for them. Hope you have a great garden!
