The weather has just been too cold for your tomato plants to grow. If the current weather continues, you'll see new growth in about a week. Tomatoes thrive in 80-90 degree weather. Physiological leaf roll involves an initial upward cupping of the leaves and is weather related. It won't hurt your plant and the new leaves your plant develops won't exhibit the cupping.
