|Growth is pretty much regulated by soil and air temperatures and bright sunshine. If they began growing and then stopped, they probably are waiting for warmer weather and longer daylengths. As long as they look healthy (just suspended as far as growth goes), there's not much you can do to prod them along. As soon as they're ready to grow the fertilizer you provided should help them along. Full sunshine outdoors will make them grow even faster and flower more readily. Do you plant to take them out when the weather warms? Hope so!
