whenis the best time to prune and should I use pruning tar on branch ends (beginning at what size, if so) ?

Hmmm... hyacinth can be a spring flowering bulb or a deciduous shrub. I'm hoping your hyacinth is actually Syringa hyacinthiflora (Hyacinth Lilac). If so, this shrub spends the summer developing flower buds for the following spring's floral display and should be pruned immediately after the flowers fade. Don't use tar or any wound dressing on the pruning cuts. The cuts need fresh air and sunshine in order to heal themselves. Make your cuts on an angle so water doesn't collect and remain on the cuts.
