I bought planter soil last year. The soil stays damp even though I dont water it. Why is it staying wet?

How's the drainage in the planter? There should be lots of holes in the bottom so excess water can drain out. Some soils are enhanced with water holding particles that deliberately hold and release moisture - just in case you forget to water. Check the soil package to see if it has special water holding properties. Hope this helps you determine just what is going on with your soil!
