Should I cut them back now? When should I start fertilizing? I live in Zone 7.

Ornamental grasses can be cut back in early spring, so now's a good time to remove the old foliage. Don't feed them until you see new growth. The roots won't be able to use the fertilizer until the tops of the plants begin to grow. Best wishes with your ornamental grasses.
