I hae a southern exposure what is your suggestion for a low flowering boarder in front of my green bushes, I have bad soil,

You can improve your soil by mixing in some compost or other organic matter prior to planting your new border. Spread 3-4 inches over the top of the soil and dig it in to a depth of about 8 inches. Then plant something colorful like Cigar Flower (Cuphea), Blanket Flower, lantana, Lion's Ear (Leonotis leonurus ), or Hurricane Louise Coleus (Solenostemon scutellarioides `Hurricane Louise'), which is both heat and drought tolerant.
