I'm afraid I'm stumped. You didn't identify the evergreen so I don't know if the galls are from Cedar-Apple Rust (a fungal disease) or the galls are from mites. Why not take an infested branch or at least a few of the galls to your local extension office for positive identification? Helpful folks there can also suggest treatment options if necessary. Contact Cooperative Extension of Mercer County, Rutgers New Jersey Agricultural Experiment Station, 930 Spruce St., Trenton, NJ 08648-4584
Phone: 609-989-6833. Good luck with your evergreens.
