I'm afraid I'm stumped. You didn't identify the evergreen so I don't know if the galls are from Cedar-Apple Rust (a fungal disease) or the galls are from mites. Why not take an infested branch or at least a few of the galls to your local extension office for positive identification? Helpful folks there can also suggest treatment options if necessary.
