|My flower bed has been overtaken by chick weed. What is the most effective manner to do away with it without harming my perennials?

|Hand pulling is the safest method of control and a thick organic mulch will keep new seeds from sprouting. Preen is a product that is reasonably safe to use around herbacious perennials but be sure to read and apply according to label directions. Barricade is another product that may help control the weeds. Wish there were one easy solution, but the combination of hand pulling, applying a mulch and using a pre emergent such as mentioned above should keep your flower bed as weed free as possible.
