I purchased the Blue False Cypress last summer at Home Depot, Lexington, Ky. There is a lot of brown on the inside of foilage. Is this normal? Also should I use a fertilizer and what kind?

What you describe is normal for a false cypress. The dead foliage will drop off or you can gently knock it off the branches. As the branches mature they will develop more and more bark and take on characteristics of their own - which will contrast nicely with the foliage at the tips of the branches. You can feed your topiary with a half strength dilution of water soluable fertilizer. Miracle Gro or Kellogg's are just fine for your plant.
