I have 3 boxwoods, not sure of the variety, that have started turning brown. There still seems to be some growth at lower levels. How do I incourage growth? Or is it time to give up?

Winter damage may be rearing its ugly head. The good news is that you are seeing new growth which indicates the roots are still healthy. I'd prune away the obviously dead plant parts and see how they respond and behave this summer. If they look puny or are showing more dieback, it might be time to remove them from the landscape. Best wishes with your boxwoods.
