planting in mulch - Knowledgebase Question

I was wondering if there is mulch left over from last year and I want to plant new flowers do I have to put down new soil for the plants to grow.

You should be able to simply rake or brush the mulch away, dig your planting hole and then rake or brush the mulch back. Be sure to keep it an inch or two away from the plant stems so it won't hold too much moisture against the plants and cause stem rot. Good luck with your new plants!
