Is now the time to triim them and how far down do i trim them?

You can prune red twig dogwood by removing some of the oldest stems down to ground level or by simply pruning the entire shrub down by one third. I like to completely thin out some of the oldest stems. New growth is red and I like to encourage that. Enjoy your garden!
