why my jasmines are drying out?

It's hard to determine just why - you didn't provide many details about the jasmine! It might be winter kill or it could be due to water stress or insect infestations. I'd prune back the dead parts to encourage new growth and water the plant deeply once each week. Pruning will also remove any insects that might be causing problems. Best wishes with your jasmine.
