Last fall we put in a cover crop for our tomato &vegetable beds. We have turned over the soil for the first time last week. It seems like we need more soil to cover completely. Is it advisable to add soil and what kind should we add?
Or should we wait until it composes more?

It sounds as though you need to dig your cover crop in a little deeper. A rototiller will help you get it incorporated into the soil. You can add some topsoil after tilling and mix it into the soil if you think you need additional soil. As the cover crop decomposes the soil will settle a little more.
