When is the best time to prune them back? How much can I remove? They are 25 feet high and I need to get them to about 18-20 ft.

It's best to prune dogwoods while they are dormant. If you prune in the late spring you might create an entry point for dogwood borers. It's still fairly early in the season so either prune right now or wait until next winter to do your pruning. Be sure to prune back to the branch collar any branches you want to remove. Those that you simply want to shorten can be pruned at any length. Make your cuts on an angle so rainwater will drip off rather than remain on the stub. Best wishes with your dogwood.
